The Board of State Canvassers was created in 1896 to record the votes for each candidate in every election and determine which candidate received the most votes (Laws of 1896, ch. 202). Initially, the board consisted of the secretary of state, comptroller of the treasury, state treasurer, attorney general, and the clerk of the Court of Appeals. All served ex officio. The State Administrative Board of Election Laws was created by an act of the General Assembly in 1969 (Chapter 555, Acts of 1969). The board is composed of five members appointed by the governor, with the advice and consent of the Senate, to four year terms.
